Proceedings of the Special Session on Disaster Management

The special session on disaster management tackled two main topics, the Science and Technology for Marine Disaster Prevention and Management and Good Governance on Disaster Management.

The special session was chaired by Dr. Shigeko Haruyama from the International Geographical Union (IGU) and Dr. Cherdsak Virapat, Executive Director of the International Ocean Institute (IOI).

The specific objectives of the special session were to:

• Take stock of available resources that can be optimized to create a more effective disaster management framework with due consideration to the unique settings of each locality/country.
• Assess the effectiveness and determine the value of applying science and technology as a tool for disaster management.
• Share information on the new ways of collaborating among various sectors of the society.

Proceedings of the Public-Private Partnerships (PPP) for the Rehabilitation of Manila Bay: A Corporate Social Responsibility (CSR) Forum

One of the special events of the East Asian Seas (EAS) Congress was the PPP for the Rehabilitation of Manila Bay: A CSR Forum. The event gathered around 80 participants, including active CSR practitioners from the corporate sector and representatives from national agencies, local government units as well as other concerned stakeholders from development organizations. The Forum highlighted the importance of public-private partnerships in addressing pollution and other issues, particularly the application of CSR in the rehabilitation of the Manila Bay. The Forum also discussed the contributions of the corporate sector, both existing and prospective, to the rehabilitation of Manila Bay and how they can strategically realign their efforts in achieving the goals and objectives set forth in the Operational Plan for Manila Bay Coastal Strategy (OPMBCS).

The Forum also highlighted the role of integrated coastal management (ICM) as a management tool that could address the three areas of concern in the OPMBCS, namely, Water Pollution, Partnerships and Governance and Overexploitation of Resources. Ms. Malu Erni, Executive Director of Petron Foundation, and Mr. Rogelio Singson, President of Maynilad, served as Chair and Co-Chair, respectively.

The Twinning Workshop on Total Maximum Daily Load (TMDL) was held at the Crowne Plaza Galleria Manila Hotel, Philippines, from 18 to 21 May 2009. The workshop was co-organized by PEMSEA and the Korea Maritime Institute (KMI)/PEMSEA Twinning Secretariat, supported by the Ministry of Land, Transport and Maritime Affairs (MLTM) of Republic of Korea, and hosted by Department of Environment and Natural Resources (DENR) of the Philippines.

The first East Asian Seas (EAS) Partnership Council Meeting was held at the Hotel Sedona, Manado City, North Sulawesi, Indonesia, from 17 to 20 July 2007. The Ministry of Environment (MOE) of Indonesia and the Provincial Government of North Sulawesi hosted the Meeting.

Assessment of East Asia’s Capacity Building in Ocean and Coastal Governance

PEMSEA and UNESCO-IOC conducted a survey in December 2006 to assess East Asia’s capacity building needs in ocean and coastal governance. The survey was undertaken in support of building strategies to strengthen capacity to implement the Sustainable Development Strategy for the Seas of East Asia (SDS-EAS).

Proceedings of the Inaugural Meeting of the East Asian Seas Partnership Council

The East Asian Seas Partnership Council is established in accordance with the Partnership Operating Arrangements for the Implementation of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA). The Inaugural Meeting of the EAS Partnership Council was held at the Huandao Tide Hotel, Haikou City, Hainan Province, People’s Republic of China, on 16 December 2006. The State Oceanic Administration (SOA) of China hosted the Meeting.

Report on the Outputs and Outcomes of the East Asian Seas Youth Forum

The East Asian Seas (EAS) Youth Forum was organized as one of the special events of the EAS Congress 2006, convened to provide a venue for dynamic knowledge sharing and youth empowerment, increase the youth’s awareness and appreciation of the rich marine heritage of the EAS region, and enable young people to understand the dynamics of the coastal and marine management through interaction with experts, authorities and fellow young environmentalists.

Proceedings of the Meeting of Experts to Discuss the Framework for the State of the Coasts Reporting for the Seas of East Asia

A Meeting of Experts was conducted as one of the side meetings of the EAS Congress 2006 at the China Institute for Reform and Development in Haikou City, PR China. The purpose of the meeting was to discuss the development of an efficient and cost-effective monitoring system involving stakeholders at the national and local levels, as well as the production of a State of the Coasts (SOC) report every three years.

Meeting of the Working Group on the Regional Implementing Mechanism for the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA)

The Meeting, held from 16-18 May 2005 in Metro Manila, Philippines, was convened to formulate the PEMSEA Partnership Agreement and the Partnership Operating Arrangements on the transformation of PEMSEA into a self-sustaining regional implementing mechanism for the SDS-SEA.

Consensus Building for the Formulation of the Sustainable Development Strategy for the Seas of East Asia

On 12 December 2003, the Seas of East Asia region adopted a common framework for the environmental management and protection of its shared seas. The historic event was capped by ceremonial signing of the Ministerial Declaration on Regional Cooperation on the Sustainable Development of the Seas of East Asia by the honorable ministers and officials from PEMSEA countries—Brunei, Cambodia, China, Democratic People’s Republic of Korea, Indonesia, Japan, Malaysia, Philippines, Republic of Korea, Singapore, Thailand and Vietnam—before a gathering of distinguished guests from various governments, research institutions and international organizations.

Proceedings of the Working Group Meeting on the Implementation of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA)

Following a Preparatory Meeting for the Working Group on the Implementation of the SDS-SEA that was held on 29 March–1 April 2004, in Chengdu, China, a Working Group meeting was organized by the PEMSEA Regional Programme Office (RPO) and hosted by the Department of Environment and Natural Resources (DENR), in Manila, Philippines, from 23 to 26 August 2004. Participants at the meeting included representatives from 10 participating countries, along with two resource persons and representatives from UNDP, World Bank and the Secretariat.
